Westmount, a boutique development firm located in Branford, Connecticut, is made up of two companies: Westmount Development Group, LLC and Westmount Management, Inc. Westmount has been in business since 1979, specializing in the creation, revitalization, and management of affordable and market-rate housing.
Westmount has a wealth of experience working with municipalities, towns, housing authorities, and private property owners — solving complex development issues while achieving the goals and objectives of everyone involved.

Rick Ross

As Vice President of The Westmount Companies, Rick brings 30 years of business and management experience to Westmount. He has grown Westmount to include development of over $150 million of affordable housing and property management of over 700 units of affordable and market-rate housing, including Section 8, HFA-financed, and Tax Credit properties, plus development consultation and a strategic brokerage partnership with Michaud Company.
Rick uses his innovation and creativity to transform outdated or vacant properties into high-quality, functioning developments, overseeing every phase from development to property management and construction.

Ann Werner
AHM, LIHTC, CHM, BOS, FHS
Ann is the Regional Property Manager and Compliance Specialist for Westmount Management, with over 16 years of experience specific to affordable housing management. Earlier in her career, at Urbane Restoration, she worked as both a Property Manager and Interior Designer, specializing in kitchen and bath design.
Today, Ann oversees 15 employees and is responsible for more than 500 units of housing, in addition to supporting all development activities and consulting on compliance across the portfolio.

63 units · 273 parking spaces. Secured CHFA debt, 9% LIHTC, DOH deferred loan, and CTDOT funding.
A collaboration between Westmount Development Group, the Meriden Housing Authority, CT DOT, and the City of Meriden. Westmount developed the property, is a member of the ownership entity, and Westmount Management, Inc. is the property manager. Geothermal heating and cooling is used throughout.

17 units of permanent supportive housing, funded by the Next Steps program through CHFA, including rental and services subsidy. Westmount sourced the site, secured financing, and developed the property.
Closed-loop geothermal system with a HERS rating of 49 — the lowest in CHFA's portfolio at the time of completion.
Chamberlain Heights
124 units of LIHTC rehabilitation, including 25 units of permanent supportive housing. LEED / Energy Star certified.
A partnership with the Meriden Housing Authority in the ownership entity; Westmount Management, Inc. is the property manager.
Park Ridge Apartments
160 units of elderly/disabled housing. Westmount sourced and negotiated the property acquisition for expansion, sourced financing, and served as development consultant.
Hill Central
A 100% Section 8-subsidized family property in the heart of New Haven's Hill neighborhood — 40 three-bedroom townhouse units. Owned and managed by Westmount.

Hill Central Redevelopment — Phase I
Westmount Development Group is redeveloping Hill Central in two phases. Phase I consists of 64 new units ranging from 1 to 4 bedrooms. Funding includes 9% LIHTC, TD Bank construction debt, CHFA permanent debt, DOH Flex and HOME funds, and developer equity.
Owned and managed by Westmount.
Forest Court
A 36-unit, 1- and 2-bedroom, 100% Section 8-subsidized property in Unionville. Westmount purchased and renovated the property, completing the project in June 2022.
Within walking distance of downtown Unionville, adjacent to the Farmington River Trail, and a few miles from downtown Farmington and West Hartford. Owned and managed by Westmount.
